RM Donation Impact, Ministry of Patriots and Veterans Affairs Successfully Raises 1 Billion Won Expansion


The Ministry of Patriots and Veterans Affairs has been found to be improperly using a fund of 1 billion won established following a donation by BTS leader RM. In September of last year, RM donated 100 million won on his birthday to support uniformed workers. This donation prompted the ministry to raise a total of 1 billion won, but the allocation of the donated funds remains unverified.

According to a report by JTBC, the ministry promoted RM's donation, increasing the number of donors to around 2,000 and boosting the total donation amount by 100 times. At the time of his donation, RM stated, "I felt deeply that many people are protecting our country on our behalf," and decided to donate with the intention of helping military personnel, police officers, firefighters, and other uniformed workers who dedicate themselves to service.

However, the ministry is currently unable to confirm whether the raised funds were used for their designated purposes. Under current law, all donations are managed through a single "National Merit Support Account," causing the donated money to be mixed with other resources. Therefore, even if donors request that their contributions be used for specific purposes, the system cannot accommodate such requests.

Lee Jung-moon, a member of the Democratic Party, criticized the ministry for promoting false information to the public despite being aware of issues regarding the use of the donations. He emphasized, "If the management and use of donations are not transparent, the trust of donors and the public will be lost."

A representative from the Ministry of Patriots and Veterans Affairs acknowledged that donation management is conducted manually and that detailed execution is difficult. He explained, "Although we were aware that the scope of donations was limited, we revised the enforcement decree for promotional purposes." This situation prevents donations from being used in the manner donors desire.

Transparent management of donations is essential for the development of a culture of giving. If donors lose trust in how their contributions are used, future participation in donations may decline. Therefore, the ministry needs to clarify the use of donations and strengthen communication with donors.

This case serves as a reminder of the importance of managing donations properly. Donors have the right to request information on how their contributions are used. The ministry must respond to these demands by transparently disclosing the details of donation usage.

The culture of giving plays a crucial role in addressing various social issues. However, if the use of donations is opaque, it will be difficult to encourage donor participation. Thus, a systematic approach to the management and use of donations is necessary.

This incident will remain a case highlighting problems in donation management. To restore trust with donors, the Ministry of Patriots and Veterans Affairs must increase transparency in the use of donations and improve the system to allow funds to be used according to donors' wishes. Such efforts are essential for the advancement of the culture of giving.
