
Busan City is operating a "Overcharging QR Report System" to prevent unfair price increases at lodging facilities ahead of BTS's world tour concert in Busan. This system allows tourists to scan a QR code and report overcharging, and the reported information is forwarded to the relevant local governments and related agencies through the Korea Tourism Organization.
Busan City has prepared measures to respond to lodging prices rising up to 10 times higher than usual ahead of BTS's concert scheduled for June 12-13. Through the QR report system, Busan City plans to encourage tourists to report, and will form a joint inspection team from districts and counties to conduct on-site inspections. These inspections will check compliance by operators, and if unfair practices such as unjustified charges or failure to meet reservation conditions are detected, they will be reflected in hotel rating evaluations.
Busan City will also distribute stickers and posters to promote the overcharging report system to lodging facilities and post guidance banners on the city's website. Once the BTS concert venue is confirmed, information about lodging clusters with good access to the concert hall and public transportation will be provided via social media (SNS) to disperse reservation congestion.
Park Hyung-joon, Mayor of Busan, stated, "We will prevent unfair lodging transactions through online report submissions and on-site inspections," adding, "Busan City plans to mobilize all available administrative resources to support the successful hosting of this concert."
The surge in lodging prices following the announcement of BTS's Busan concert is not the first time. A similar "overcharging" controversy occurred during BTS's free concert held in Busan last year. Currently, some lodging facilities in Busan have raised their nightly rates from 50,000-60,000 won to over 1 million won, more than 10 times higher.
A Busan city official explained, "Since lodging prices are set autonomously, there is no way to impose sanctions under current law," and added, "Because price display is mandatory, displaying prices is not illegal."
On January 16, President Lee Jae-myung shared an article on SNS about the sharp rise in lodging prices in Busan ahead of the BTS concert, emphasizing, "Malicious extortion that causes great harm to everyone must be eradicated." He stated that measures should be taken so that the damage caused by overcharging is far greater than the unjust profits gained.
Busan City is making various efforts to resolve this situation and plans to hold a tourism accommodation capacity review meeting to discuss measures against excessive lodging price increases in depth.
Controversies related to lodging price hikes are expected to continue until June, when BTS's concert is scheduled. Busan City will continuously operate on-site inspections and the reporting system to resolve these issues and ensure tourists can stay at fair prices.
