BTS Gwanghwamun comeback concert attracts 260,000 spectators... Seoul city deploys full safety measures


The Seoul Metropolitan Government is preparing a comprehensive plan to ensure the safety of citizens and spectators ahead of the BTS comeback concert. More than 260,000 spectators are expected to attend the concert held at Gwanghwamun Square on March 21. To this end, Seoul held a deputy mayor inspection meeting on the 27th to review traffic and safety management, visitor convenience, price order management, and hospitality programs.

On the day of the concert, Seoul plans to deploy a large number of personnel to guide sequential entry and exit, focusing on major bottleneck areas, and to control the crowd on-site to prevent concentration in specific sections. Firefighting and emergency personnel and vehicles will be stationed in preparation for emergencies, and emergency routes will be secured. The Disaster Safety Situation Room will manage crowd density in real time using urban data and CCTV, sharing on-site situations with the police and fire departments and responding according to crisis levels.

To ensure safety, pre-inspections will be conducted on areas expected to be crowded, such as pedestrian paths, road facilities, manholes, and construction sites around Gwanghwamun Square and Sejong-daero. A total of 894 open restrooms will be secured around the venue, and additional women-only restrooms will be installed considering the high proportion of female spectators.

Seoul anticipates that increased mobile communication usage on the day of the concert may make information access difficult, so it will establish the "BTS Comeback Concert Traffic and Safety Comprehensive Information Website." This website will provide information on traffic control zones, public transportation detours, plans for non-stop subway passage, restroom and on-site clinic locations, and more. For foreign visitors, a comprehensive guide map based on Smart Seoul Map will be offered in four languages: Korean, English, Chinese, and Japanese. QR codes will allow users to check movement routes around the venue, open restrooms, ambulances, clinics, and automated external defibrillator locations.

To prevent price gouging at accommodations, Seoul will notify hotels and lodging facilities around Gwanghwamun in advance about posting price lists and complying with pricing regulations. Through meetings with the tourism industry, a cooperative system will be established to stabilize prices during the concert period, and price fluctuations on online lodging reservation platforms will be continuously monitored. Restaurants near the venue and traditional markets will conduct on-site guidance to ensure compliance with price display regulations and prevent unfair pricing practices. A "Price Gouging Report QR" will be operated to allow reporting of unfair charges.

Seoul stated that, as this concert is a large-scale urban event attracting fans from around the world to Seoul, citizen safety is the top priority and preparations are being made meticulously. The city expressed its commitment to showcasing a safe and dignified Seoul by flawlessly managing pre-information provision, price order, on-site response, and visitor programs.
